Albert Dinwiddie (PhD) is the Bursar of the University of Planar Studies in Sigil. As the senior financial administrator for the university, he answers to the Dean and oversees the university accounts, from collecting tuition to authorizing payments for supplies and services. For non-students, Dr. Dinwiddie is the point of contact when collecting bounties on samples or specimens brought in from around the planes.

The Bursar is a jovial old man, who does his best to put on a smile every day in spite of the mounting stress of serving under the Dean, who is a great deal less cheerful.

- Once per in-game week, he can authorize the loan of magical equipment free of cost. Any number or type of non-consumable magic items may be loaned out, but not potions, scrolls, or wands. While there is no limit on the number of individual items that can be requisitioned this way, the gp total of the loaned equipment cannot exceed 10,000. Once equipment has been loaned this way, the contact ability cannot be used until the previously loaned equipment has been returned. If the loaned equipment is lost or damaged, the PC must pay the gp value or lose the contact ability. Even if payments are made for lost or damaged equipment, failing to return loaned equipment safely on multiple occasions may cause the Bursar to withdraw the favor.
